Looking good Neil, you're really making progress with the project. Love the white closetdoors in the galleyarea  :-)
One question: why would sand/blast the underwater part back to the original gelcoat? If there is a good epoxylayer in place the why remove that?

Good point BJ, do you think just a light sanding then primercon under coat then anti foul would be ok?

Imho it would be, depending on the state of the white layer you encountered after the removal of the AF. If it still looks solid, no cracks or real damage I don't see any reason to sand it back. Two layers of Primocon and a new self-polishing AF is just fine.
